説明
x がスカラーの場合, nextpow2(x)
2^p >=abs(x)となるようなp
を返します.
x がベクトルまたは行列の場合,
nextpow2(x) が要素毎に適用されます.
例
nextpow2(127) nextpow2(128) nextpow2(0:10)
